Removing dealer undercoating

I have an 88 LX that had dealer undercoating and rustproofing applied. Much of it on the under side is beginning to flake and the overspray in the engine compartment doesn't look great.

I started removing the overspray in the engine compartment with tar remover and a plastic putty knife. Works good on smooth surfaces but hard when you get into areas that the putty knife can't reach.

After doing some research it seems like steam would be the best way to remove this. On the underside it seems a toss up between steam and a power washer. In the engine compartment, it seems like the steam has the least chance of damaging the engine or paint.

Any other thoughts or opinions?
